HEALTH, ENVIRONMENT, WELFARE, AND INSTITUTIONS
After consideration on the merits, the Committee recommends the following:
HB00-1468 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend printed bill, page 2, line 7, after "(1)" insert "(a)";
after line 21, insert the following:
"(b) The general assembly hereby finds, determines, and declares that aggressive stem cell research for the understanding and treatment of many different medical conditions is important and should continue through the advancements in technology to reduce or eliminate the use of fetal tissue from induced terminations of pregnancy. ";
line 24, strike "or through gift, grant,";
line 25, strike "or donation".
Page 3, line 4, after the period, add "Notwithstanding any provision of law to the contrary, any research conducted in compliance with the federal regulations concerning the use of fetal tissue may continue at a state facility.".

FIRST REPORT OF FIRST CONFERENCE COMMITTEE
on SB00-171
This Report Amends the Rerevised Bill.
To the President of the Senate and the
Speaker of the House of Representatives:
Your first conference committee appointed on SB00-171, concerning certain abandoned children, has met and reports that it has agreed upon the following:
1. That the Senate accede to the House amendments made to the bill, as said amendments appear in the rerevised bill, with the following changes:
Amend rerevised bill, page 2, line 11, strike "firefighter at a fire station," and substitute "firefighter,";
line 12, strike "at a hospital";
line 13, strike "patients" and substitute "patients, when such firefighter is at a fire station or such hospital staff member is at a hospital.";
line 19, strike "firefighter at a fire station," and substitute "firefighter,";
line 21, after "patients,", insert "when such firefighter is at a fire station or such hospital staff member is at a hospital,";
line 22, strike "at a hospital".
2. That, under the authority granted the committee to consider matters not at issue between the two houses, the following amendment be recommended:
Amend rerevised bill, page 4, before line 1, insert the following:
"(7) The general assembly hereby finds, determines, and declares that a county department of social services shall place an abandoned child with a potential adoptive parent as soon as possible. The general assembly further declares that, as soon as lawfully possible, a county department of social services shall proceed with a motion to terminate the parental rights of a parent who abandons a child.".

INTRODUCTION OF RESOLUTION
The following resolution was read by title and laid over one day under the rules:
HJR00-1031 by Representative Young; also Senator Wattenberg--Concerning the species conservation eligibility list.
WHEREAS, Pursuant to section 24-33-111 (2), Colorado Revised Statutes, the Species Conservation Trust Fund has been created in the state treasury to fund programs designed to conserve native species that
have been listed as threatened or endangered under state or federal law, or are candidate species, or are likely to become candidate species, as determined by the United States Fish and Wildlife Service; and
WHEREAS, Pursuant to section 24-33-111 (3), Colorado Revised Statutes, the Executive Director of the Department of Natural Resources, after consulting with the Colorado Water Conservation Board and its Director, the Wildlife Commission, and the Director of the Division of Wildlife, has prepared and delivered to the General Assembly a Species Conservation Eligibility List describing programs and associated costs that are eligible to receive funding from the Species Conservation Trust Fund; and
WHEREAS, Pursuant to section 24-33-111 (3), Colorado Revised Statutes, prior to obligating funds from the Species Conservation Trust Fund the Species Conservation Eligibility List is subject to modification and adoption through the passage of a joint resolution approved by a majority vote of both houses of the General Assembly; and
WHEREAS, House Bill 98-1006, enacted at the Second Regular Session of the Sixty-first General Assembly, appropriated $10 million to be placed in the Species Conservation Trust Fund for expenditures related to native species; and
WHEREAS, The General Assembly deems the recommended expenditures described in the Species Conservation Eligibility List to be in the interest of the people of the state; now, therefore,
Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:
(1) That the Executive Director of the Department of Natural Resources is authorized to obligate and expend $1,100,000 from the capital account of the Species Conservation Trust Fund for the following activities, programs, and species:
