BUSINESS AFFAIRS AND LABOR
After consideration on the merits, the Committee recommends the following:

EDUCATION
After consideration on the merits, the Committee recommends the following:

Amend printed bill, page 3, line 3, strike "teaching experience" and substitute "experience as a teacher".
Page 4, line 21, after "experience", insert "as a special services provider".

Amend printed bill, page 2, line 10, after "investigation.", add "The coroner shall not release any record or report obtained pursuant to this subsection (6) to any third party.".
JUDICIARY
After consideration on the merits, the Committee recommends the following:
HB00-1111 be amended as follows, and as so amended, be referred to the Committee on Appropriations with favorable recommendation:
Amend printed bill, page 2, line 9, strike "A NEW SUBSECTION" and substitute "THE FOLLOWING NEW SUBSECTIONS";
line 13, strike "impression" and substitute "impression, including, but not limited to, a template or a computerized template or form,";
after line 15, insert the following:
"(6.5) "Identification document'' means a document made or issued by or under the authority of the United States government, a state, political subdivision of a state, a foreign government, political subdivision of a foreign government, an international governmental, or an international quasi-governmental organization which, when completed with information concerning a particular individual, is of a type intended or commonly accepted for the purpose of identification of individuals.
(7.5) ''Produce'' includes alter, authenticate, or assemble.".

“SECTION 5. Part 1 of article 1 of title 17, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SECTION to read:
17-1-127. Appropriation to comply with section 2-2-703. (1) Pursuant to section 2-2-703, C.R.S., the following statutory appropriations, or so much thereof as may be necessary, are made in order to implement HB 00-1111, enacted at the second regular session of the sixty-second general assembly:
(a) For the fiscal year beginning July 1, 2000, in addition to any other appropriation, there is hereby appropriated from the general fund to the corrections expansion reserve fund created in section 17-1-116, the sum of two hundred fifty-eight thousand one hundred eighty-six dollars ($258,186).
(b) (I) For the fiscal year beginning July 1, 2001, in addition to any other appropriation, there is hereby appropriated from the general fund to the corrections expansion reserve fund created in section 17-1-116, the sum of ninety-seven thousand two hundred fifty-four dollars ($97,254).
(II) For the fiscal year beginning July 1, 2001, in addition to any other appropriation, there is hereby appropriated to the department of corrections, out of any moneys in the general fund not otherwise appropriated, the sum of ninety-seven thousand five hundred eighteen dollars ($97,518).
(c) For the fiscal year beginning July 1, 2002, in addition to any other appropriation, there is hereby appropriated to the department of corrections, out of any moneys in the general fund not otherwise appropriated, the sum of one hundred thirty-four thousand two hundred fifty-one dollars ($134,251).
(d) For the fiscal year beginning July 1, 2003, in addition to any other appropriation, there is hereby appropriated to the department of corrections, out of any moneys in the general fund not otherwise appropriated, the sum of one hundred thirty-four thousand two hundred fifty-one dollars ($134,251).
(e) For the fiscal year beginning July 1, 2004, in addition to any other appropriation, there is hereby appropriated to the department of corrections, out of any moneys in the general fund not otherwise appropriated, the sum of one hundred thirty-four thousand two hundred fifty-one dollars ($134,251).".
Renumber succeeding sections accordingly.

After consideration on the merits, the Committee recommends the following:

INTRODUCTION OF MEMORIAL
The following memorial was read by title and laid over one day under the rules:
HM00-1002 by Representative Fairbank--Memorializing former representative Jean Bain.
WHEREAS, Former Representative Jean Bain was born Elizabeth Jean Knight on September 27, 1909, to one of Colorado's pioneering families; and
WHEREAS, Jean Bain graduated from East High School in Denver, graduated from the University of Colorado, and attended the Katherine Gibbs Secretarial School; and
WHEREAS, In 1960, Jean Bain was elected to the Colorado General Assembly, where she represented Denver for 12 years displaying qualities of fairness, honesty, and integrity; and
WHEREAS, During her tenure with the General Assembly, Representative Bain served as chair of the Education and Local Government committees, vice-chair of the Health and Welfare committee, and as a member of the Metropolitan Affairs, Finance, and Appropriations standing committees as well as numerous interim committees; and
WHEREAS, Representative Bain's commitment to education went beyond her service on the Education committee, where after learning of a shortage of Braille books for blind students, she learned Braille in order to translate books for the classrooms; and
WHEREAS, In addition to her legislative duties, Representative Bain served on the Defense Advisory Committee on Women in the Services from 1960 to 1963; and
WHEREAS, Jean Bain was a trustee of the University of Northern Colorado and Doane College in Crete, Nebraska; and
WHEREAS, Jean Bain was appointed in 1974 by Judge Doyle to the committee to oversee desegregation in the Denver Public School District and became the chair of the committee in 1975; and
WHEREAS, Mrs. Bain served her community tirelessly as a long time volunteer for the Denver Public Library; a member of the Lions Club of Denver, Kappa Kappa Gamma, the League of Women Voters of Denver, and the National Executive Council of the United Church of Christ; and as director of the Colorado Mental Health Association, the Metropolitan Denver YMCA, the Better Business Bureau of Denver, the Girls Club, and the Mile High Chapter of the American Red Cross; now, therefore,
Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado:
That, in the death of Jean Bain, the people of the State of Colorado have lost a devoted public servant and an outstanding citizen, and that we, the members of the House of Representatives, do hereby extend our deep and heartfelt sympathy to the members of her family and pay tribute to a woman who served her state and community well and faithfully.
Be It Further Resolved, That copies of this memorial be sent to her husband Francis, her brother Roger Knight, and her son Don of Denver, her son Lawrence of La Grange, Illinois, and her daughter Liliana of England._______________
