WELCOME TO THE NEW CENTURY.

WELCOME TO THE FIRST LEGISLATIVE SESSION OF THE NEW MILLENNIUM.
I NEVER THOUGHT MUCH ABOUT USHERING IN A NEW CENTURY, BUT I AM BOTH PROUD AND HUMBLED TO STAND HERE AS LEADER OF THIS HISTORIC BODY. BECAUSE THIS IS A NEW BEGINNING, WE NEED TO FULLY UNDERSTAND WHERE WE CAME FROM IN ORDER TO MORE FULLY APPRECIATE THE OPPORTUNITIES BEFORE US.

THE LAST TIME A CENTURY TURNED, THE UNITED STATES HAD:
.ONE FOURTH OF THE POPULATION OF TODAY, 76 MILLION
.NO ONE HAD EVER FLOWN
.TELEVISION AND COMPUTERS WERE THE STUFF OF FICTION
.THE LIFE EXPECTANCY OF MEN AND WOMEN WERE 46 AND 48 - .TODAY MEN LIVE TO AN AVERAGE AGE OF 74, AND WOMEN TO 79
.ON DECEMBER 17TH, 1903 THE WRIGHT BROTHERS FIRST FLIGHT TRAVELED 120 FEET IN 12 SECONDS.

TODAY, COMMERCIAL AIRLINES CARRY OVER 614 MILLION PEOPLE THOUSANDS OF MILES.
IN 1900 THE AVERAGE HOUSEHOLD SIZE CONSISTED OF 4.8 PEOPLE. IN 1998 THE AVERAGE HOUSEHOLD SIZE WAS 2.6 PEOPLE.

THE UNITED STATES GOVERNMENT COLLECTED $ 567 MILLION DOLLARS IN 1900. LAST YEAR COLORADO COLLECTED OVER $ 11 BILLION, OR ABOUT 20 TIMES THE 1900 AMOUNT. IN 1999 THE FEDERAL GOVERNMENT TOOK IN $ 1.7 TRILLION DOLLARS.

DURING THIS CENTURY MANY INNOVATIONS HAVE COMBINED TO MAKE OUR NATION AND THE QUALITY OF LIFE OUR PEOPLE ENJOY THE ENVY OF THE REST OF THE WORLD. THESE INCLUDE BUT ARE NOT LIMITED TO:
1.RADIO AND TELEVISION
2.COMPUTERS
3.TRANSPORTATION
4.IMPROVEMENTS IN MEDICAL CARE
5.SOCIAL SECURITY
6.STATE AND FEDERAL GOVERNMENT SAFETY NETS
7.THE PROFUSION OF CONSUMER ORIENTED PRODUCTS AND SERVICES.

NOW....TO THE PRESENT, AND MORE IMPORTANTLY, TO THE FUTURE. YOU AND I, AND OUR COLLEAGUES IN THE HOUSE OF REPRESENTATIVES WILL BE DEALING WITH MANY COMPLEX AND DIFFICULT ISSUES OVER THE NEXT 120 DAYS THAT WILL AFFECT THE QUALITY OF LIFE FOR ALL COLORADANS. LET ME LIST JUST A FEW:
THE ISSUE OF GUNS CONTINUES TO RESONATE. GOVERNOR OWENS HAS PUT HIS PLAN ON THE TABLE, AS HAVE A NUMBER OF THE MEMBERS OF THE HOUSE AND SENATE.

ONE SUCH ISSUE IS THE DEBATE OVER GROWTH IN COLORADO. THERE WILL BE MANY BILLS DEALING WITH THIS SUBJECT, BUT THERE WILL BE MANY DIFFERENT POINTS OF VIEW EXPRESSED. MY OWN POINT OF VIEW IS THAT WHATEVER BILL OR BILLS PASS, WE MUST REMEMBER THAT ONE PLAN DOES NOT FIT ALL.....AND WE MUST BALANCE PRIVATE PROPERTY RIGHTS WITH LAND USE RESTRICTIONS. AND ABOVE ALL, WE MUST NOT PENALIZE FARMERS AND RANCHERS WHO OWN LAND CLOSE TO OUR GROWING CITIES AND TOWNS. WE NEED INCENTIVES TO KEEP FARMERS AND RANCHERS ON THE LAND. I HAVE ALWAYS BELIEVED THAT LAND USE DECISIONS ARE LOCAL DECISIONS, NOT STATE MANDATES. PUBLIC EDUCATION CONTINUES TO HOLD CENTER STAGE IN THE NEW YEAR. GOVERNOR OWENS HAS LAID OUT AN AMBITIOUS PLAN TO IMPROVE OUR SCHOOLS, AND HAS IDENTIFIED THE DOLLARS TO MAKE THIS HAPPEN. MANY OF YOU HAVE YOUR OWN IDEAS, AND ALL WILL BE CONSIDERED. WE MUST SERIOUSLY ADDRESS THE FUNDING FOR THE IMPROVEMENT OF K-12 EDUCATION, AS WELL AS ADDRESSING THE EVENTUAL DECISION THAT WILL COME FROM A COURT CHALLENGE DEALING WITH THE STATE'S FUNDING RESPONSIBILITIES FOR LOCAL SCHOOL BUILDING CONSTRUCTION. ONE ISSUE THAT HAS NOT RECEIVED MUCH PUBLIC DISCUSSION IS THE ISSUE OF WORKFORCE DEVELOPMENT, INCLUDING EDUCATION AND TRAINING. PERHAPS WE NEED MORE EMPHASIS FROM HIGHER EDUCATION AS WELL AS THE POSSIBILITY OF INCENTIVES TO THE PRIVATE SECTOR FOR JOB TRAINING. THE INITIAL PAYMENT OF THE TOBACCO SETTLEMENT IS NOW IN OUR TRUST ACCOUNT. THIS LEGISLATURE NEEDS TO PASS A BILL TO DEAL WITH THESE DOLLARS AND THE ISSUES THEY WILL IMPACT. THERE ARE MANY IDEAS AS TO HOW AND WHAT TO SPEND THE DOLLARS ON, INCLUDING PUBLIC HEALTH, THE GOVERNOR'S "READ TO ACHIEVE" PROGRAM FOR THIRD GRADERS; CAPITAL CONSTRUCTION FOR LOCAL SCHOOL DISTRICTS; AND INVESTMENT OF THE PRINCIPLE IN THE TRUST FUND. OUR STATE TREASURER HAS A PLAN TO SELL THE ASSET AND BANK THE PROCEEDS FOR THE BENEFIT OF ALL OUR CITIZENS. THIS DISCUSSION WILL ALSO BE VERY LIVELY. HIGHWAYS REMAIN HIGH ON THE STATE'S RADAR SCREEN. YES....THE BONDS DID PASS FOR 24 HIGHWAY PROJECTS AND LIGHT RAIL.......BUT THAT DOESN'T SOLVE THE PROBLEM. IT MOVES UP THE COMPLETION DATES FOR THOSE 24 PROJECTS, BUT ADDITIONAL DOLLARS ARE NEEDED. OTHER TRANSPORTATION ISSUES INCLUDE WHETHER OR NOT THE STATE OF COLORADO WILL YIELD TO THE FEDERAL GOVERNMENT IN AREAS SUCH AS OPEN CONTAINERS, SEAT BELTS AND LOWERING BLOOD ALCOHOL LEVELS.
ANOTHER BILL IN THE HOPPER PROPOSES ADDING $ 15 MILLION PER YEAR UNTIL IT REACHES $ 200 MILLION FOR THE HIGHWAY USERS TRUST FUND. IT IS TIME FOR THE LEGISLATURE TO CONSIDER NOT ONLY PROBLEMS ALONG THE MAJOR CORRIDORS, BUT ALSO THE PRESSING NEEDS THROUGHOUT THE REST OF COLORADO, INCLUDING THE NEEDS WITHIN OUR CITIES AND COUNTIES FOR ADDITIONAL HIGHWAYS AND HIGHWAY DOLLARS. GOVERNOR OWENS BELIEVES WE NEED OVER $ 100 MILLION IN PERMANENT TAX REDUCTIONS AGAIN THIS YEAR. AND, SINCE THE NEW REVENUE PROJECTIONS, HE HAS INDICATED THAT WE NEED TO CUT ADDITIONAL TAXES. AND WHAT OF THE NEW TECHNOLOGIES THAT CONFRONT OUR CITIZENS EVERY DAY. VISIONARIES PREDICT THAT BUYING ON THE INTERNET WILL INCREASE DRAMATICALLY. WHAT DOES THIS DO TO THE BUSINESS CYCLE IN COLORADO, AND WHAT WILL ITS EFFECT ON TAX COLLECTIONS BE? DO WE TAX INTERNET SALES? CAN WE TAX INTERNET SALES? WE HAVE A MAJOR ROADBLOCK HERE. AT THE MOMENT, CONGRESS HAS A MORATORIUM ON THE TAXATION OF INTERNET SALES. IN LIGHT OF UNCERTAIN TRENDS DO WE CONTINUE TO PERMANENTLY REDUCE TAXES WITHOUT DEALING WITH THIS SUBJECT? AND THEN, OF COURSE, WE HAVE THE TABOR AMENDMENT TO DEAL WITH.
ANOTHER INTERESTING CHANGE IS THAT THE "OZZIE & HARRIET" FAMILY MODEL WE KNEW IN THE 1950'S ..... NOW COMPRISES ONLY 7.5 PERCENT OF OUR AMERICAN FAMILIES.

AND THEN THERE ARE HISTORICAL MODELS TO LOOK AT AND EXAMINE. LET ME QUOTE FROM A WORK BY EDWARD GIBBON THAT MAY DEAL WITH SOME ISSUES THAT SOUND SOMEWHAT FAMILIAR. THE OBSCURITY OF NUMEROUS AND CONTRADICTORY LAWS; THE TEDIOUS AND EXPENSIVE FORMS OF JUDICIAL PROCEEDINGS; THE PARTIAL ADMINISTRATION OF JUSTICE. EDWARD GIBBON WROTE THAT IN HIS BOOK ENTITLED, "THE DECLINE AND FALL OF THE ROMAN EMPIRE."

IN THE REAL WORLD....PERCEPTION BECOMES REALITY. HOWEVER, IN OUR WORLD OF POLITICS.....PERCEPTION IS REALITY. WITH THIS IN MIND I RECENTLY READ SOME MATERIAL PUT TOGETHER BY THE UNIVERSITY OF COLORADO GRADUATE SCHOOL OF PUBLIC AFFAIRS.
THE LEGISLATURE IS INEFFICIENT BY DESIGN, YET THE TIMES REQUIRE NIMBLE ACTION.

MEMBERS APPARENTLY PUT MUCH LESS STOCK ON "KEEPING THEIR WORD," THUS ERODING A VALUED INSTITUTIONAL NORM.
TERM LIMITS SHORTENS INSTITUTIONAL MEMORY.
THERE IS AN INCREASED TENDENCY FOR MEMBERS TO "TRASH OUR INSTITUTION." THIS ERODES INSTITUTIONAL PRESTIGE.
THE CULTURE OF THE SENATE IS CHANGING. IT IS BECOMING ALMOST INDISTINGUISHABLE FROM THAT OF THE HOUSE OF REPRESENTATIVES.

THE GENERAL ASSEMBLY NOW PLAYS A LESS IMPORTANT ROLE DUE TO THE INCREASED USE OF THE INITIATIVE AND REFERENDUM PROCESSES.

THOUGHT PROVOKING IS IT NOT? IS THIS HOW WE VIEW OUR OWN INSTITUTION? IS THIS HOW WE WANT THE PUBLIC TO PERCEIVE US? I CONGRATULATE GOVERNOR OWENS ON THE ACCOMPLISHMENTS OF HIS ADMINISTRATION DURING HIS FIRST YEAR IN OFFICE. I PLEDGE TO CONTINUE TO WORK WITH GOVERNOR OWENS AND HIS ADMINISTRATION, AND WITH SPEAKER RUSSELL GEORGE AND THE HOUSE OF REPRESENTATIVES.......AND ALL OF OUR STATE SENATORS.

I HOPE WE CAN WORK CONSTRUCTIVELY THIS SESSION WITH A MINIMUM OF POLITICAL RANCOR AND DEMAGOGUERY, DESPITE THE FACT THAT THIS IS AN ELECTION YEAR. MY DOOR WILL ALWAYS BE OPEN, AND I BELIEVE WE CAN SERVE THE CITIZENS OF COLORADO BEST IF WE ARE WILLING TO WORK TOGETHER AND SHARE IDEAS AND CREDIT.

LET ME LEAVE YOU WITH ONE SIMPLE THOUGHT. I RECENTLY VISITED THE GRAVESITE OF ONE OF THE EARLY COLORADO SPRINGS PIONEERS. ON WINFIELD STRATTON'S GRAVE WAS INSCRIBED THIS THOUGHT, AND I PARAPHRASE: "IT IS NOT ENOUGH TO HELP THE PEOPLE UP, BUT TO SUPPORT THE PEOPLE AFTER." THIS IS OUR TASK FOR THE LEGISLATIVE SESSION, AND THESE ARE WORDS TO LIVE BY.
