The Department is requested to submit a report delineating options and recommendations for providing incentives for persons with disabilities to return to work. This report is requested to be submitted to the Senate and House Health, Environment, Welfare, and Institutions Committees by October 15, 2000. This report is requested to include a discussion of the pilot program created in S.B. 97-147 and analysis and recommendations on whether this existing initiative can be accomplished under the new Act without the requested waiver.".

The Department shall track the impact of the $6.4 million reduction on clients and services to clients, and shall track provider behavior in these areas. The Department shall provide a preliminary report to the Joint Budget Committee and the House and Senate Health, Environment, Welfare, and Institutions Committees by December 1, 2000, on these areas and on the resources and requirements necessary to measure and monitor the impact of these changes on utilization of community based long-term care services, including any decline of community based long-term care agencies participating in the Medicaid program and any difficulty of clients in securing services and care from community based long-term care agencies. Finally, the Department is instructed to ensure that these adjustments are made and that the budget is not exceeded for FY 2000-01.".

SECTION 21. Appropriations - adjustments. (1) In addition to the amounts appropriated in section 2 of this act for the fiscal year beginning July 1, 2000, there is hereby appropriated, out of any moneys in the general fund not otherwise appropriated, to the department of education, for the fiscal year beginning July 1, 2000, the sum of thirteen million dollars ($13,000,000), or so much thereof as may be necessary, for the purpose of providing additional funding to those public schools that receive an academic performance grade of "D" or "F" on the school report card pursuant to part 6 of article 7 of title 22, Colorado Revised Statutes. It is the intent of the General Assembly that the State Board of Education provide additional funding to such schools for the purpose of improving their academic performance or to develop and implement a school improvement plan pursuant to section 22-7-609, Colorado Revised Statutes.
(2) The dollar amounts appropriated in section 2 of this act for the fiscal year beginning July 1, 2000, shall be adjusted as follows:
(a) The general fund appropriation to the department of education, public school finance, for the state share of districts' total program funding, is decreased by thirteen million dollars ($13,000,000).
(b) The cash funds exempt appropriation to the department of education, public school finance, for the state share of districts' total program funding, is increased by thirteen million dollars ($13,000,000). Said sum shall be from public school fund reserves.
SECTION 22. Effective date. This act shall take effect upon passage; except that Sections 19, 20, and 21 of this act shall take effect upon passage only if Senate Bill 00-65 and Senate Bill 00-186, enacted at the Second Regular Session of the Sixty-second General Assembly, do become law. ".

(3) The general fund appropriation to the department of education, public school finance, for special education - children with disabilities, is increased by two million one hundred fifty-one thousand seven hundred thirty-four dollars ($2,151,734).
SECTION 22. Effective date. This act shall take effect upon passage; except that Sections 19, 20, and 21 of this act shall take effect upon passage only if Senate Bill 00-65, enacted at the Second Regular Session of the Sixty-second General Assembly, does become law. ".

The Department is also requested to work with the Senate and House Health, Environment, Welfare, and Institutions Committees and the Joint Budget Committees on a joint basis during the interim to assist in the evaluation of these issues. The Department is furthermore requested to report on its final analysis and recommendations in a joint meeting with the Joint Budget Committee and the Senate and House Health, Environment, Welfare, and Institutions Committees by October 1, 2000.".
