This Report Amends the Rerevised Bill.

Your first conference committee appointed on HB00-1314, concerning authority for the division of wildlife to reintroduce in Colorado two endangered species that are listed under the federal "Endangered Species Act of 1973", and, in connection therewith, authorizing the reintroduction of the bonytail and the black-footed ferret, has met and reports that it has agreed upon the following:

INTRODUCTION OF RESOLUTION

The following resolution was read by title and laid over one day under the rules:

HJR00-1032

by Representative Miller; also Senator Chlouber-- Recognizing Hinsdale County as the recipient of the Recycler of the Year Award in 1999 in the Outstanding Government Program category.

WHEREAS, Hinsdale County is a rural county in western Colorado; and

WHEREAS, The geology of Hinsdale County is such that a county landfill meeting regulatory criteria cannot be situated within its borders; and

WHEREAS, As a result, all solid waste generated in Hinsdale County is transported to the Gunnison County landfill at great expense to Hinsdale County; and

WHEREAS, To minimize costs generated through volume-based tipping charges, Hinsdale County sorts through its solid waste at a county transfer station prior to transportation to the Gunnison County landfill; and

WHEREAS, All steel is salvaged, and all aluminum cans are recycled and the proceeds are donated to senior citizens' organizations; and

WHEREAS, All glass is recycled, thus diverting 102 tons of solid waste from the Gunnison County landfill annually; and

WHEREAS, All construction wood debris is separated and is freely available to take for reuse or for firewood; and

WHEREAS, All cardboard is separated and compacted for transport to a cardboard recycling center in Gunnison, thus diverting 86.4 tons of solid waste from the Gunnison County landfill annually; and

WHEREAS, A community used engine oil collection tank has been installed at the transfer station for the use of residents, thus recycling 1500 gallons of used engine oil annually; and

WHEREAS, A cooperative restaurant cooking oil collection center has been established at the transfer station as a way to negotiate free pick-up of cooking oil for restaurants in Lake City, the county's only town, thus collecting 800 gallons annually; and

WHEREAS, Anything of potential value, including bicycles, appliances, and furniture, is separated from the solid waste by volunteer senior citizens at the transfer station and set aside for anyone else who would like to take it home; and

WHEREAS, There is a high degree of community participation in Hinsdale County's solid waste minimization effort; and

WHEREAS, The Board of Directors of Colorado Recycles awarded Hinsdale County the Recycler of the Year Award in 1999 in the Outstanding Government Program category for their extraordinary effort to minimize solid waste; now, therefore,

Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:

That we, the members of the General Assembly, do hereby recognize Hinsdale County for their exemplary efforts to minimize the volume of solid waste generated by the county and congratulate Hinsdale County as the recipient of the Recycler of the Year Award in 1999 in the Outstanding Government Program category.

Be It Further Resolved,

That a copy of this Joint Resolution be sent to Claire Jessee, Chair of the County Board of Commissioners of Hinsdale County.
