HCR00-1002 by Representative Witwer; also Senator Evans--Concerning the submission to the registered electors of the state of Colorado of an amendment to article X of the constitution of the state of Colorado, establishing a homestead exemption for a specified percentage of a limited amount of the actual value of owner-occupied residential real property that is the primary residence of an owner-occupier who is sixty-five years of age or older and has resided in such property for ten years or longer, and, in connection therewith, allowing the general assembly by law to adjust the maximum amount of actual value of such residential real property of which such specified percentage shall be exempt, requiring the aggregate statewide valuation for assessment that is attributable to residential real property to be calculated as if the full actual value of all owner-occupied primary residences that are partially exempt from taxation was subject to taxation for the purpose of determining the biennial adjustment to be made to the ratio of valuation for assessment for residential real property, requiring the general assembly to compensate local governmental entities for the net amount of property tax revenues lost as a result of the homestead exemption, and specifying that said compensation shall constitute a voter-approved revenue change and shall not be included in state or local government fiscal year spending or subject to any statutory limitation on general fund appropriations.

INTRODUCTION OF RESOLUTION
The following resolution was read by title and referred to the committee indicated:
HJR00-1027 by Representatives McKay, Larson--Concerning the creation of an interim committee to study the division of wildlife.
Committee on Agriculture, Livestock, & Natural Resources
WHEREAS, The Division of Wildlife in the Department of Natural Resources is charged with providing a comprehensive program designed to offer the greatest variety of wildlife-related recreational opportunity to the people of the state and with planning, acquiring, and developing wildlife habitats and facilities for wildlife-related opportunities; and
WHEREAS, Revenues from the issuance of hunting licenses have decreased due to restrictions placed on the number of hunting licenses issued by the Division; and
WHEREAS, Because of whirling disease the number of stocked catchable fish has decreased and the revenues from the issuance of fishing licenses have also decreased; and
WHEREAS, The Division of Wildlife has undertaken several controversial introductions of wildlife into the state, including northern pike, kokanee salmon, and lynx; and
WHEREAS, The Division of Wildlife has acquired several thousand acres of private land; and
WHEREAS, The means by which the Division of Wildlife has attempted to fulfill its mission need to be reevaluated together with the Division's funding sources; now, therefore,
Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:
(1) That there shall be a committee to meet in the interim after the Second Regular Session of the Sixty-second General Assembly to study the Division of Wildlife. Such interim committee shall consist of six members of the General Assembly. The Speaker of the House of Representatives shall appoint three members of the House of Representatives, no more than two of whom shall be from the same political party. The President of the Senate shall appoint three members of the Senate, no more than two of whom shall be from the same political party. The interim committee may consider, but shall not be limited to, the following:
(a) The Division's land acquisition and leasing activities, and whether the Division has or should have a real estate and maintenance plan, the recommended content of such plan, and whether the Division ought to have a critical habitat and migratory corridor conservation program;
(b) How federal law affects the Division's attainment of its mission;
(c) Whether the Division's primary revenue source should be altered, an analysis of the Division's utilization of Pittman-Robertson funds, the Division's internal budgeting and revenue allocation processes, and whether the Great Outdoors Colorado Trust Fund should continue to be utilized as a source of funding;
(d) Whether the Division's primary management concepts emphasize maximizing quality versus maximizing license revenues;
(e) Whether the Division's predator management policies should be revised, whether the Division should implement an inventory or experimental deer and elk census program using outside peer supervision, and the cost and impact of the Division's efforts to protect endangered species;
(f) Whether the Division's policies regarding fish, and in particular its whirling disease management program, should be revised, and whether the Division ought to have a goal of producing six million catchable and fourteen million subcatachable trout;
(g) Whether the Division can beneficially implement outsourcing;
(h) An analysis of the Division's current travel budget, including in-state and out-of-state travel expenses, and telephone system, cellular telephone usage, e-mail and computer usage, the use of technology to improve customer service and to increase the efficiency of the division's operations, and the use of state computers and resources for lobbying;
(i) Whether the Division's current requirement that separate checks be used for different licenses should be deleted, whether the Division should allow use of credit cards to pay for licenses, and the efficiency of requiring a deposit to obtain hunting licenses, which is then refundable;
(j) The funding levels provided for the wildlife management public education advisory council and the cost of the Division's educational programs and their relative value and impact; and
(k) The Division's implementation of the State Auditor's recommendations contained in its 1999 report.
(2) That, in conducting such study, the interim committee may consult, as may be required, with appropriate local, state, and federal agencies, including the state auditor, and interested members of the public and members of the General Assembly. The study shall not require additional staff for any state agency or any additional appropriation to any such state agency.
(3) That the interim committee shall report its findings and recommendations by November 1, 2000, to the joint budget committee and to the First Regular Session of the Sixty-third General Assembly once it has convened.
(4) That all expenditures incurred in the conduct of the study enumerated in this resolution shall be approved by the chairperson of the Legislative Council and paid by vouchers and warrants drawn as provided by law from funds allocated to the Legislative Council from appropriations made by the General Assembly._______________
