The Speaker called the House to order at 9:00 a.m.
The roll was called with the following result:

On motion of Representative Windels, the reading of the journal of January 31, 2000, was dispensed with and approved as corrected by the Chief Clerk._______________
REPORTS OF COMMITTEES OF REFERENCE
EDUCATION
After consideration on the merits, the Committee recommends the following:
HB00-1181 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend printed bill, page 2, strike lines 16 through 20 and substitute the following:
“The local school board shall adopt a policy, after public hearing, which determines the percentage at or above a majority of the teachers, parents of students enrolled, and students, where appropriate, by which a school in that district can convert to a charter.”.
Page 3, strike lines 4 through 7 and substitute the following:
“(II) The board of education will determine and make public the plan for the displacement of pupils, teachers, and other employees who will not attend or be employed in the charter school before the vote required in section 22-30.5-106 (c).”.
HB00-1210 be amended as follows, and as so amended, be referred to the Committee on Appropriations with favorable recommendation:
Amend printed bill, page 4, after line 24, insert the following:
"SECTION 6. Appropriation. In addition to any other appropriation, there is hereby appropriated, out of any moneys in the general fund not otherwise appropriated, to the department of education, for the fiscal year beginning July 1, 2000, the sum of one hundred forty-three thousand dollars ($143,000), or so much thereof as may be necessary, for the implementation of this act.".
Renumber succeeding section accordingly.
Page 1, line 102, strike "proficiency." and substitute "proficiency, and making an appropriation in connection therewith.".
HB00-1238 be postponed indefinitely.

After consideration on the merits, the Committee recommends the following:
HB00-1243 be referred to the Committee of the Whole with favorable recommendation.

After consideration on the merits, the Committee recommends the following:
HB00-1025 be referred to the Committee of the Whole with favorable recommendation.
HB00-1026 be referred favorably to the Committee on Appropriations.
HB00-1034 be referred favorably to the Committee on Appropriations.
HB00-1386 be postponed indefinitely.
LOCAL GOVERNMENT
After consideration on the merits, the Committee recommends the following:
