""(c) The aggregate amount of the credits allowed pursuant to this section shall not exceed twelve million dollars in any fiscal year. In the event the aggregate amount of the credits authorized pursuant to this section exceed the amount specified in this paragraph (c), the credits shall be allowed first to qualified taxpayers who meet the requirements of subparagraph (I) of paragraph (b) of subsection (2) of this section. After allowing such qualified taxpayers to claim the credit, if any amount remains, such amount shall be prorated among the remaining qualified taxpayers.";".

HB00-1470 by Representative McPherson; also Senator Lacy--Concerning the modification of the manner in which the gross receipts derived from pari-mutuel wagering on greyhound racing are allocated, and, in connection therewith, reducing the tax imposed on such gross receipts from four and one-half percent to three quarters of one percent, increasing the percentage of such gross receipts that is allocated as purses from five percent to six percent and allocating one quarter of one percent of such gross receipts to pay prize awards under a newly created greyhound winners' award program.

INTRODUCTION OF RESOLUTIONS
The following resolutions were read by title and laid over one day under the rules:
HJR00-1024 by Representative Hagedorn; also Senator Anderson--Concerning recognition of the twenty-fifth anniversary year of Arapahoe House.
WHEREAS, In response to federal legislation that decriminalized public intoxication in the early 1970s, Arapahoe House was established in 1975 as a nonmedical detoxification facility; and
WHEREAS, On April 6, 1976, the Secretary of State officially recognized the Arapahoe County Task Force on Alcohol Problems, Inc., to be a Colorado nonprofit corporation; and
WHEREAS, In the last twenty-four years, Arapahoe House has grown from the original detoxification facility to become the state's largest provider of alcohol treatment services and drug treatment services; and
WHEREAS, The mission of Arapahoe House is to provide a continuum of accessible, affordable, and effective services for individuals and families with alcohol, drug, and other behavioral health problems; and
WHEREAS, Arapahoe House is Colorado's largest and most comprehensive provider of substance abuse treatment and prevention services, reaching nearly 20,000 people a year. With 11 locations throughout the metro area, over 300 employees, an annual budget of over $12,000,000, and nearly 200 volunteers, Arapahoe House is among the largest not-for-profit organizations in the state; and
WHEREAS, The Arapahoe County League of Women Voters was instrumental in the formation of Arapahoe House, with initial funding deriving from the Colorado Alcohol and Drug Abuse Division and Arapahoe County. The corporation is still governed by a board of directors, which reflects a cross-section of the communities served by Arapahoe House; and
WHEREAS, The agency comprises an array of intensive and transitional residential programs, outpatient clinics, and intensive care management services. Separate adult and adolescent programming is offered. Adolescent services are also provided directly on site in the Denver Public Schools and in other schools across the metro area. Special programs have been developed for women and their dependent children, homeless people, and individuals who have concurrent substance abuse and mental health disorders; and
WHEREAS, This is the twenty-fifth year of operation of Arapahoe House, an organization that has contributed an admirable and worthwhile service to the citizens of our state during these years; now, therefore,
Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:
That we, the members of the General Assembly, recognize those individuals, especially staff members, for their part in contributing to the success of Arapahoe House. Your efforts and dedication have not gone unnoticed and are deeply appreciated. The General Assembly applauds and encourages the great work of Arapahoe House and looks forward to another twenty-five successful years in Colorado.
Be It Further Resolved, That a copy of this Resolution be sent to the Board of Directors of Arapahoe House, each of the 11 Arapahoe House locations, the Arapahoe County League of Women Voters, each member of Colorado's U.S. Congressional delegation, the county commissioners of Arapahoe, Douglas, Adams, and Jefferson counties, and the council members of the City and County of Denver._________
