After consideration on the merits, the Committee recommends the following:

SB00-018 be amended as follows, and as so amended, be referred to the Committee on Appropriations with favorable recommendation:
Amend reengrossed bill, page 9, after line 14, insert the following:
"(b) A person whose privilege to drive has been revoked pursuant to section 42-2-126 (6) (b) (I) may voluntarily apply for an early reinstatement with a restricted license under the provisions of this section after the person's privilege to drive has been revoked for a period of thirty days. The restrictions on a license issued pursuant to this paragraph (b) shall be in effect for a period of ninety days.".
