SB00-011 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend reengrossed bill, page 14, line 18, strike "The" and substitute "Before July 1, 2006, the";

"(B) On and after July 1, 2006, the fee for the issuance of a driver's license to a person twenty-one years of age or older and sixty-five years of age or younger shall be thirty dollars, which license shall expire on the birthday of the applicant in the tenth year after the issuance thereof. In the case of such a driver's license issued by the office of the county clerk and recorder in each county, the office of the county clerk and recorder shall retain the sum of twelve dollars, and eighteen dollars shall be forwarded to the department for transmission to the state treasurer, who shall credit the same to the highway users tax fund, and the general assembly shall make appropriations therefrom for the expenses of the administration of parts 1 and 2 of this article; except that seventeen dollars of each fee shall be allocated pursuant to section 43-4-205 (6) (b), C.R.S.
(C) Before July 1, 2006, the fee for the issuance of a driver's license to a person sixty-six years of age or older shall be seven dollars and fifty cents, which license shall expire on the birthday of the applicant in the fifth year after the issuance thereof. HOUSE CONCURRENT RESOLUTION 00-1001
Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:
SECTION 1. At the next election at which such question may be submitted, there shall be submitted to the registered electors of the state of Colorado, for their approval or rejection, the following amendment to the constitution of the state of Colorado, to wit:
Section 8 of article XIV of the constitution of the state of Colorado, is amended to read:
Section 8. County officers - election - term - salary. There shall be elected in each county, at the same time at which members of the general assembly are elected, commencing in the year nineteen hundred and fifty-four, and every four years thereafter, one county clerk, who shall be ex officio recorder of deeds and clerk of the board of county commissioners; one sheriff; one coroner; one treasurer who shall be collector of taxes; one county superintendent of schools; one county surveyor one county assessor; and one county attorney who may be elected or appointed, as shall be provided by law; and one county surveyor who shall be appointed, as provided by law; and such officers shall be paid such salary or compensation, either from the fees, perquisites and emoluments of their respective offices, or from the general county fund, as may be provided by law. The term of office of all such officials shall be four years, and they shall take office on the second Tuesday in January next following their election, or at such other time as may be provided by law. The officers herein named elected at the general election in 1954 shall hold their respective offices until the second Tuesday of January, 1959.
SECTION 2. Each elector voting at said election and desirous of voting for or against said amendment shall cast a vote as provided by law either "Yes" or "No" on the proposition: "An amendment to section 8 of article XIV of the constitution of the state of Colorado, which requires the selection of county surveyors by election, to allow the appointment of county surveyors."
SECTION 3. The votes cast for the adoption or rejection of said amendment shall be canvassed and the result determined in the manner provided by law for the canvassing of votes for representatives in Congress, and if a majority of the electors voting on the question shall have voted "Yes", the said amendment shall become a part of the state constitution.

31-12-113. Effective date of annexation - required filings. (2) (a) The annexing municipality shall:
(II) (A) File for recording two three certified copies of the annexation ordinance and map of the area annexed containing a legal description of such area with the county clerk and recorder of each county affected;
(B) The county clerk and recorder of each county involved shall file one certified copy of such annexation ordinance and map with the division of local government of the department of local affairs and one certified copy of such annexation ordinance and map with the department of revenue.
(a.5) Upon receiving an annexation ordinance and map pursuant to subsubparagraph (B) of subparagraph (II) of paragraph (a) of this subsection (2), the department of revenue shall communicate with any taxing entities affected by the annexation in order to facilitate the administration and collection of taxes within the annexed areas and to identify all retailers affected by the annexation. The department of revenue shall make copies of any such ordinances and maps available to all taxing entities in the state, including any special districts that impose a sales tax.
SECTION 3. 32-9-106.7, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read:
32-9-106.7. Additional district area - petition or election - required filings. (4) Prior to including any additional area in the district pursuant to this section, the district shall file a notice and a map containing a legal description of the area with the county clerk and recorder of any county in which the area is located, the division of local government of the department of local affairs, and the department of revenue. Upon receiving a notice and map pursuant to this subsection (4), the department of revenue shall communicate with any taxing jurisdictions affected by the inclusion of the additional area in the district in order to facilitate the administration and collection of taxes within the additional area and to identify all retailers affected by the inclusion of the additional area. The department of revenue shall make copies of any such notices and maps available to all taxing jurisdictions in the state, including special districts that impose a sales tax.".
