WHEREAS, The basis of the American economy at its founding and for many years thereafter was rooted in an agrarian society, an important legacy for Americans to remember; and

WHEREAS, Agriculture continues to be a significant force in the American economy by employing more than 22 million people; and

WHEREAS, U.S. farmers and ranchers produce more than 200 types of raw commodities yearly for domestic and export markets; and

WHEREAS, America's top exporting industry is agriculture, with American agricultural exports generating more than $100 billion annually and Colorado generating $923 million annually in overseas sales; and

WHEREAS, The agribusiness sector is among the top three industries in Colorado, responsible for more than 86,000 jobs and generating over $13.6 billion in sales each year; and

WHEREAS, Agriculture is a way of life for many Americans, with 99 percent of U.S. farms and ranches owned by individuals and family partnerships or corporations; and

WHEREAS, Agriculture as an industry has actively pursued new methods and technologies which not only increase productivity but also conserve natural resources, including the use of reduced tillage practices on more than 109.8 million acres, which has enabled many farmers to prevent damaging soil erosion; and

WHEREAS, Farmers and ranchers provide food and habitat for 75 percent of the nation's wildlife; and

WHEREAS, The hardworking farmers and ranchers in Colorado and across the nation continually produce the highest quality of food and fiber while being good stewards of the environment by producing crops suitable for making biodegradable plastics; recycling chemical containers, feed bags, and food by-products; and pursuing other environmentally friendly efforts; and

WHEREAS, Products we use in our everyday lives such as pharmaceuticals, transportation-related products, construction and manufacturing products, sports equipment, and education materials come from plant and animal by-products produced by America's farmers and ranchers; and

WHEREAS, An entire day's harvest in the 1930's yielded what can now be harvested with modern technology in 7 minutes, and as result of the industry's improved efficiency, Americans spend only approximately 10.9 percent of their income on food, one of the lowest percentages in the world; and

WHEREAS, It takes just 40 days for the average American to earn enough money to pay for his or her food supply for the entire year; and

WHEREAS, Whether you produce the food and fiber or just consume them, you can take pride in American agriculture; and

WHEREAS, The week of March 19-25, 2000, is National Agriculture Week; now, therefore,

Be It Resolved by the House of Representatives of the Sixty-second General Assembly of the State of Colorado, the Senate concurring herein:

That we, the members of the General Assembly, celebrate March 19-25, 2000, as National Agriculture Week, in recognition of the many men and women who provide Americans and others worldwide with food and fiber.

Be It Further Resolved,

That we designate March 20, 2000, National Agriculture Day in the state of Colorado.

SECTION 14.

Article 1 of title 23, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SECTION to read:

23-1-124. Commission directive - sophomore assessments - legislative declaration.

(1) (a)

The general assembly finds that:

(I)

Students, employers, and the citizens of Colorado should know whether students attending institutions of higher education are able to perform;

(II)

The state board of education and local boards of education need to know where students lack foundational skills to successfully complete the first two years of study at institutions of higher education, generally referred to as the "general education course work";

(III)

Public institutions of higher education have a duty to ensure that the foundational skills students need to succeed at an institution of higher education are reflected in the general education course work.

(b)

Therefore, the general assembly finds that students enrolled in all state-supported institutions of higher education shall take assessment tests at the end of their sophomore year as they complete the general education course work.

(2) (a) (I)

The commission shall adopt the necessary policies to ensure that during the spring semester of 2000, at one or more state-supported institutions of higher education, a standardized, college-level assessment examination is administered to all students enrolled in their second year.

(II)

On or before December 15, 2000, the commission shall report to the education committees of the senate and house of representatives on all aspects of the examinations administered pursuant to this paragraph

(a).

The report shall include an evaluation of the incentives proposed by the governing boards to encourage students to do well on the examinations and whether sufficient information could be obtained through a sampling of students.

(b)

The commission shall adopt the necessary policies to ensure that starting with the spring semester in 2001 and each spring semester thereafter a standardized, college-level assessment examination is administered to all students enrolled in their second year at each state-supported institution of higher education.

(3) (a)

The results of the assessments administered pursuant to this section shall be used by the commission and the governing boards to evaluate the improvement of students attending institutions of higher education using comparative scoring for students who have taken the curriculum based, achievement college entrance examination administered pursuant to section

22-7-409 (1.5), C.R.S.

(b)

To the extent possible, the results of the assessments administered pursuant to this section shall be aggregated by students who attended the same high school. Such results shall be provided to the state board of education and the local boards of education to assess the high school's teaching in the areas of the college general education course work, in determining whether remediation is appropriate, and in evaluating the high school's curriculum.
