APPROPRIATIONS
After consideration on the merits, the Committee recommends the following:
HB00-1083 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend Business Affairs and Labor Committee report dated January 27, 2000, page 10, after line 20 insert the following:
""SECTION 4. Appropriation. In addition to any other appropriation, there is hereby appropriated, for the fiscal year beginning July 1, 2000, to the department of local affairs, executive director's office, office of workforce development, the sum of one hundred fifty thousand four hundred sixty-seven dollars ($150,467) and 2.0 FTE, or so much thereof as may be necessary for the implementation of this act. Said sum shall be from cash funds exempt received as follows: Eighty-three thousand two hundred sixty-eight dollars ($83,268) shall be from federal "Workforce Investment Act" funds in the department of labor and employment, twenty-nine thousand one hundred eighty-nine dollars ($29,189) shall be from federal "Temporary Assistance to Needy Families" funds in the department of human services, twenty-nine thousand three hundred eighty-four dollars ($29,384) shall be from federal "Perkins Act" funds anticipated to be received from the department of higher education, six thousand two hundred ninety-five dollars ($6,295) shall be from federal "Adult Basic Education" funds anticipated to be received from the department of education, one thousand seven hundred seventy-six dollars ($1,776) shall be from federal "Community Services Block Grant" funds anticipated to be received from the department of local affairs, and five hundred and fifty-five dollars ($555) shall be from federal "Older Americans Act" funds anticipated to be received from the department of human services.";

After consideration on the merits, the Committee recommends the following:
SB00-039 be referred to the Committee of the Whole with favorable recommendation.
SB00-058 be referred to the Committee of the Whole with favorable recommendation.
HEALTH, ENVIRONMENT, WELFARE, AND INSTITUTIONS
After consideration on the merits, the Committee recommends the following:
SB00-095 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend reengrossed bill, page 2, line 12, after "plan", insert "or through its eye care services intermediary";
line 15, before "included", insert "annually".
Page 3, line 2, strike "or";
line 5, strike "plan." and substitute "plan, unless an eye care provider is licensed pursuant to article 36 of title 12, C.R.S.; or
(III) Impose penalties upon primary care providers as a result of the direct access provisions of this subsection (5.5).".
SB00-138 be referred to the Committee of the Whole with favorable recommendation.
HJR00-1007 be referred out for final action.
